The system is worried about the number of pending cases in the courts. Is it serious enough. What exactly does it propose to imrove the situation. Well the best of the idea that has been put forward is to increase the number of judges in the courts. Will it sollve the problem. Have we ever tried to introspect how efficiently is the present system working.
