who is who

dear reader
two reports published within less than a months have left me confused
let me know if you can find out if sajjan kumar in report one and two are different people or there are two CBI working in India.

REPORT ONE
New Delhi, Apr 27 (ANI):
A Karkardooma court on Tuesday let off former minister and Congress leader Jagdish Tytler in connection with the 1984 anti-Sikh riots case after accepting the closure report submitted by the Central Bureau of Investigation (CBI) that gave a clean chit to him.
Additional Chief Metropolitan Magistrate Rakesh Pandit said: “There is no sufficient material to send Tytler to trial.”
Giving a clean cheat to Tytler, the court further said there was no ground to order further investigation in the case.
The CBI had submitted that there was nothing to proceed against 66-year-old Tytler as two witnesses, Jasbir Singh and Surinder Singh, were not reliable and their statements were ‘false and concocted’.
Earlier on April 2, the CBI had given a clean chit to Tytler
De-sealing its final investigation report in a court, the CBI has recommended quashing of FIR against Tytler.
On March 28, the CBI filed the report in a sealed envelope before Metropolitan Magistrate Ram Lal Meena.


REPORT TWO
May 21st
The Central Bureau of Investigation (CBI) on Thursday contended before a Delhi court that senior Congress leader Sajjan Kumar had incited the mob during the 1984 anti-Sikh riots to target the Sikh community in Sultanpuri area of Delhi.
In the court of Additional Sessions Judge Sunita Gupta, the CBI alleged that Kumar’s speech was so provocative that it prompted the mob to attack Sikhs and consequently very few Sikhs persons were left alive in the area.
“Kumar delivered an address inciting the mob to target Sikhs. He was leading in a jeep and others followed him on motorcycles. Only Sikhs and their households were targeted, while no Hindu house suffered mob fury,” CBI counsel D P Singh told the court.
Singh charged Kumar, a former MP, with a criminal conspiracy for “whatever happened in the locality of Sultanpuri”, including the death of eight persons in the riots that followed the assassination of the then Prime Minister Indira Gandhi on October 31, 1984.
